
H. BOULDOUKIAN
Deputy Governor,
Central Bank of Lebanon
(1985 – 1990)
M. Bouldoukian completed his post-graduate studies obtaining his MBA (1964) from the American University of Beirut.
He is the founder of the Business and Economics Division, Haigazian University in 1969, Beirut, its first chairman (1969-1974) and visiting lecturer on Commercial Banking, Money and Capital Markets ..
M.Bouldoukian’s professional career has been in the banking sector since 1959. He started r at BLC Branch in Bourj Hammoud., he moved to Bank of America NT & SA Beirut Branch as a corporate banking officer in 1961; after several years he moved to Chemical Bank’s subsidiary as manager, and eventually in 1976 was assigned as Senior Vice-President, International Division for Banque Libano-Française in Beirut and Paris, a position which he held until 1985.
In 1985, Mr. Bouldoukian was appointed Deputy Governor for the Central Bank of Lebanon .
Throughout his academic and banking careers M. Bouldoukian has participated in, or addressed to several International Conferences and Seminars in Washington D.C., New York, London, Paris, Montreux, Beirut, Abou Dhabi, Dubai, Bahrain, Singapore, Malta, Rome and Yerevan in the fields of banking, international finance, international economic relations and market economics.
The Executive Board of the International Monetary Fund has expressed its admiration for the courage of M.. Bouldoukian as Deputy Governor of the Central Bank of Lebanon between 1985 and 1990, and has commended his pragmatic and imaginative approach in the performance of his functions. From 1992-1993, he has served as Central Banking consultant to the European Community’s TACIS program. He was assigned to serve Kazakhstan, the Russian Federation, Western Siberia,-Tyumen Oblast, Uzbekistan, Georgia and Armenia.
In 1994, he was appointed the resident Middle East Representative of BACB in Beirut, which function he held until mid 2004. Afterwards he headed the Financial Institutions MENA countries at Bank o f Beirut SAL and Banque Libano- Française SAL Beirut Lebanon.
At present he serves as Head Global Business Development Desk at Credit Libanais S.A.L He has published several financial books in English, Arabic and Armenian. His academic career led him to instruct undergraduate and graduate levels at the following universities in Beirut, Lebanon : Haigazian University, Beirut, Lebanon ; USEK-Université de St. Esprit, Kaslik, Lebanon where he actually is a professor of commercial banking, Université St. Joseph -Banking section, Beirut, Lebanon NDU – Notre Dame University, Louaizi, Lebanon. He has taught from 1977-1985, at the American University of Beirut (OCP), Beirut, Lebanon, finance and banking courses.
